On June 7, 2007, the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) launched a National Emphasis Program (NEP) for petroleum refineries. The NEP will include inspections of all refineries (SIC 2911/NAICS 324110) for compliance with the process safety management (PSM) regulation (29 CFR 1910.119).

DHS Releases Comprehensive Regulations for Securing High Risk Chemical Facilities

On April 9, 2007, the U.S. Department of Homeland Security (DHS) released an interim final rule that imposes comprehensive federal security regulations for selected chemical facilities. Homeland Security Secretary Michael Chertoff’s press release discussed the importance of this security regulation and declared that "it's going to set national standards for chemical security, allowing us to create a risk-based, tiered structure for high-risk chemical plants, focusing, logically, on the most dangerous plants as those where the most demanding security requirements will be required by the regulation."
